The Regional Transportation Commission (RTC) of Washoe County the Metropolitan Planning Organization (MPO) for the Reno/Sparks urbanized area, pursuant to federal law (23 USC 134), hereby provides the citizens of this metropolitan area an opportunity to review and comment on Amendment No. 1 to the Federal Fiscal Year (FFY) 2020-2024 Regional Transportation Improvement Program (RTIP).
The FFY 2020-2024 RTIP is a five-year plan of major state highway, regional road, transit, bicycle, and pedestrian projects for Washoe County. The RTIP represents a prioritized program directed at meeting Washoe County’s growing transportation needs while improving the region’s air quality, transportation efficiency, safety and mobility. The RTIP is required by federal regulation and serves as a useful tool in planning and programming transportation system improvements.
Amendment No. 1 is required due to a proposed change by the Nevada Department of Transportation (NDOT) in the funding source for the Spaghetti Bowl Express (SBX) project. The project is currently programmed with approximately $162,000,000 using state, local, Surface Transportation Block Grant (STBG), and National Highway Performance Program (NHPP) funds. However, NDOT is proposing to replace all federal funds with state funds and to increase the amount of funding for the project.
An air quality analysis for the proposed amendment was not required as the change is to the funding source of an existing project that has already been determined to meet transportation conformity.
Copies of Amendment No. 1 to the FFY 2020-2024 RTIP are available for viewing and comment during regular business hours at the RTC Planning Offices at 1105 Terminal Way, Suite 211, Reno and on the RTC website (rtcwashoe.com) starting on Wednesday, November 27, 2019, and ending on Thursday, December 19, 2019. A public hearing (to be noticed separately) will be held by the RTC Board following the public comment period. Any comments received will be forwarded to the RTC Board.
