Amy Cummings joined the RTC as Director of Planning in 2010. She was appointed Deputy Executive Director in 2018 and named Interim Executive Director in December 2019. She has experience in comprehensive planning, project development, community outreach, and performance-based planning. She is also experienced in developing environmental documents under the National Environmental Policy Act and has helped the RTC better link planning and NEPA and planning and project development.
Amy has an undergraduate degree from Florida State University, a Master of Community Planning from the University of Maryland at College Park, and a Master of Arts history from the University of Nevada, Reno, with a focus on transportation history. She is a certified planner by the American Institute of Certified Planners and is a Leadership in Energy and Environmental Design (LEED) accredited professional.

Brian Stewart joined the RTC in April 2017 as the Director of Engineering. He earned his Civil Engineering Degree from California Polytechnic University, San Luis Obispo. He is a professional engineer and has more than 20 years of experience working in public works. He served as associate civil engineer for Shasta County, CA and most recently Stewart was senior civil engineer for Placer County, CA managing complex environmental improvement and transportation projects in the North Lake Tahoe area for the past 13 years. His experience includes federally funded projects through the Federal Highway Administration and the Federal Transit Administration inclusive of roads, bridges, and transit structures. Brian had a major role in the creation of Complete Streets in the Kings Beach, CA commercial core area and construction of the Tahoe City Transit Center. Brian is a member of the Nevada Chapter of the American Public Works Association.

Mark Maloney was promoted to the Director of Public Transportation and Operations in July 2019. He joined the RTC in May 2017 as the Transit Operations Manager, managing the operations of RIDE, ACCESS and VANPOOL programs. He has more than 30 years of experience in the transportation industry working in major metropolitan areas, predominately in Southern California for the following agencies: Los Angeles Metro, Orange County Transportation Authority, City of Glendale, Access Service Los Angeles and for the private firm of First Transit in the San Diego/Orange County areas.
Mark brings significant management and planning expertise motivating teams to success in the areas of fixed-route transit, Americans with Disabilities Act (ADA) paratransit, flex routes and shuttle planning and operations. He has extensive experience working with the U.S. Department of Transportation’s Federal Transit Administration in the areas of civil rights/ADA, Title VI, vehicle procurement, and grant application and implementation.

Stephanie Haddock has worked for the Regional Transportation Commission (RTC) since 1997. She has more than 20 years’ experience in private and governmental accounting and financial management. Appointed as the Director of Finance in August 2014, Stephanie oversees the accounting, budgeting, auditing, federal grant compliance, risk management, procurement and financial planning functions of the RTC. Stephanie earned a bachelor’s degree from the University of Nevada, Reno with a major in Finance and minors in Accounting and Economics. She is a certified government financial manager (CGFM).

Angela Reich is the Director of the Administrative Services department which includes Human Resources, Information Technology and Security & Safety, and she is a member of the Process Improvement Steering Committee. Angela joined the RTC in 2007 and has over 20 years of private and public sector human resource management experience.
Ms. Reich received her Bachelor of Science degree from State University New York (SUNY). She is also certified as a Senior Professional in Human Resources (SPHR); SHRM Senior Certified Professional (SHRM-SCP) and a certified Lean Six Sigma Green Belt.

Adam Spear joined the RTC in October 2017 as the Director of Legal Services. Adam has represented government entities in Nevada since 2007, developing a focus on federal and state transportation law and regional transportation issues. Most recently, he served as General Counsel for the Tahoe Transportation District at Lake Tahoe. He has a Juris Doctorate (JD) degree from the University of the Pacific, McGeorge School of Law, and a Master of Business Administration (MBA) degree from the University of Nevada, Reno. Adam will serve as RTC’s in-house counsel and manage its legal programs and activities, advise management, staff, and the RTC Board of Commissioners. He is licensed to practice law in Nevada and California (inactive).

Dan Doenges joined the RTC in April 2016 and was promoted to Planning Manager in June 2016. In December 2019, he was named the Interim Director of Planning. Dan has nearly 20 years of experience in transportation planning in both the public and private sectors. He has worked for metropolitan planning organizations (MPOs) with urbanized area populations ranging from just over 50,000 to approximately 10 million. At the RTC, he is responsible for the development of Federally-required planning documents such as the Regional Transportation Plan (RTP) and the Regional Transportation Improvement Program (RTIP); and oversees performance management, safety, and technical programs. Dan also works with staff in the Planning Department to deliver corridor and planning studies, assuring a smooth transition into project development and implementation.
Dan has a Bachelor of Science degree in Geography and City and Regional Planning from New Mexico State University and a Master of Public Administration degree from Roosevelt University in Chicago. He holds Professional Transportation Planner (PTP) and Road Safety Professional (RSP) certifications from the Transportation Professional Certification Board. Dan is also a member of the American Planning Association (APA) and Institute of Transportation Engineers (ITE), and is an alternate member on the Association of Metropolitan Planning Organizations (AMPO) Technical Committee.
